The permanent way to get the blue highlights is to bleach the sections you want to dye first, then apply the blue color.

A non-permanent way is to use hair mascara or a colored gel, though with black hair your best bet is probably the mascara. Both of these product will wash out in one to two washings.

You could just get blue-black extensions sewn in...

Go out to some costume stores. They will have a whole array of colours.

You're going to need to lighten your hair and you'll probably need to go through a few stages of bleach to do that, esp. to first remove the hair dye. Then you need to decide how bright you want the blue to be, because the lighter you go with the bleach, the brighter the blue will be. But keep in mind that bleach is very weakening to hair and the longer you use it, the worse it will be. For that reason I would recommend letting a salon do the bleaching for you. Also be aware that if you choose to use temporary color for the blue streaks, you will have to dye it pretty often so that it doesn't start fading and give you that nasty faded color that happens with old blue dye.

Hope this helps! :)

It all depends on what "temporary" product you use. If it have metallic salts also called vegetable dyes or stains ( like Henna, Manic Panic, Fudge etc...) then I would not recommend doing anything to remove that.

If it is not then in order to achieve a true blue hue the natural pigment must be bleached to palest yellow... considering that you have natural black hair that means you are a level 1 and must first strip the artificial pigment from your hair and then bleach the natural pigment to over level 10. Each levle has at least 3 shades, so you are removing 30 shades from your hair... very harsh... it is achievable and likely will require 2 applications at least 24 hours apart, for best results...

just remember you grade school art classes if you put the blue pigment on an under lightened base like brassy orange, then it will go muddy, if the hair is only bleached to canary yellow then it will look green... then only option is palest yellow ( nearly devoid of pigment) and oh yeah, it's as permanent as you can get

how about looking online at wig stores that sell switches or hair add ons? that way you can clip them in when you feel like it
